Remedial Education for Accelerated Catch-Up and Holistic Foundational Literacy (2026-2028)

Building on the success of CODE's Girls' Accelerated Learning Initiative (GALI), Remedial Education for Accelerated Catch-Up and Holistic Foundational Literacy (REACH) will equip over-age girls to catch up academically while strengthening literacy instruction, expanding access to books, and strengthening teacher capacity across Liberia

Implemented in partnership with WE-CARE Foundation, REACH builds on nearly two decades of successful literacy programming in Liberia. Working across 50 primary schools in Bomi, Margibi, Grand Bassa, and Montserrado counties, the project will reach more than 24,000 children and support over 200 teachers over two academic years.

REACH builds on the proven success of GALI, which has helped thousands of over-age girls strengthen their literacy skills, build confidence, and stay in school. In 2025 alone, 82% of participating girls achieved double promotion, advancing two grade levels in a single year. One of those students was Grace. After joining GALI as an over-age learner in 2018, she progressed rapidly through school and graduated from Grade 12 in 2026. Today, REACH is extending that same proven support to a new generation of learners. Through tutoring, mentorship, access to books, and targeted literacy support, the project will help more girls overcome barriers to learning, stay in school, and achieve their full potential.

Despite significant progress, many children in Liberia continue to face barriers to learning. Foundational literacy levels remain below national targets, classrooms often lack age-appropriate reading materials, and over-age enrolment remains one of the highest in Africa. Girls are particularly vulnerable, facing increased risks of dropout, early marriage, teenage pregnancy, and long-term exclusion from education.

REACH was designed in direct response to the priorities identified by schools, communities, education partners, and local leaders. The project focuses on strengthening the entire learning environment around children by investing in books, teachers, classrooms, families, and communities.

At the heart of REACH is continued support for over-age girls who are at increased risk of falling behind or leaving school altogether. Through after-school tutoring, mentorship, life-skills education, and Accelerated Kindergarten programming, students can develop foundational literacy and numeracy skills, build confidence, and progress toward age-appropriate grade levels. The project also addresses barriers to attendance through parental engagement activities, menstrual health support, and other school-retention strategies.

REACH also strengthens the broader learning environment. The project will distribute 50,000 culturally relevant books written by Liberian authors, establish reading clubs, support community literacy events, and help create text-rich classrooms where reading can flourish. More than 200 teachers will receive professional development, mentoring, coaching, and opportunities to pursue Liberia's "C" Certificate teaching qualification, helping strengthen literacy instruction for years to come.

By combining proven approaches with strong local leadership, REACH is helping children build the literacy skills, confidence, and opportunities they need to shape their futures.

"GALI helped me to stay in school by teaching me how to read and write and take good care of myself. The most important thing that I learned was to have the confidence that I can be the best in my class and in life."

 – Theresa, former project participant, now in Grade 11
